Deadline-Formulierung
spätestens am Donnerstag means at the latest on Thursday. gegen Donnerstag is odd for deadlines; von Donnerstag doesn’t fit here.
Use von before the start time, bis before the end time.

A span needs von … bis …: von 13 bis 15 Uhr.
A time span has both a start and an end.
Wähle die beste Option.
Only von 10 bis 12 Uhr clearly gives a duration with start and end.
Combine bis + spätestens for a strong deadline.
Klare Deadline für eine Antwort
bis spätestens 17 Uhr = by 5 p.m. at the latest. The other combinations are unnatural in German.
