Think of “this morning” in Spain – Pretérito Perfecto ("ha dicho") is more common than Indefinido here.

In Spain, for events that happened “today” and are still relevant now, speakers often choose the Pretérito Perfecto: "ha dicho". Also, "ir a + inf." ("va a cambiar") expresses the near future.

Look at the time marker: "ayer" → Indefinido.

"Ayer" marks a finished time period in the past, so Pretérito Indefinido is preferred: "dijo que". Using Pretérito Perfecto with "ayer" is unusual in Spain.

In English: “according to the client / in the client’s words” → "según (el cliente)".

"Según" introduces the source of information: “According to the client…”. After "según" we do not use "que" here.

After "decir" use "que + verb". And think about who “we” refers to in the PO’s sentence – for the team, that’s “they”.

In reported speech after "decir" we use "que + verbo": "ha dicho que…". It is also natural to adjust the person: "nosotros" in the PO’s original sentence becomes "ellos" from the team’s perspective: "no van a cambiar". The structure "decir de + inf." is not appropriate here. To express the future here, "ir a + infinitivo" ("van a cambiar") sounds natural.

After a reporting verb in the past, we often have a “tense shift”: "estaba resuelto".

Normally, after a reporting verb in the past ("comentó"), the tense is shifted: "estaba resuelto" (Imperfecto) to describe a background state. In real-life speech you can keep the present if the fact is still true now, but for learning purposes the expected form is the Imperfecto.

Pattern: "decir + que + clause". Not "decir de/para" here.

After "decir", to pass on what someone said, we use "que + verbo": "ha dicho que…". The versions with "de/para" don’t work in this context.
