Think: number vs. card. NIE = "number", TIE = plastic card.
The NIE is only a number (it is not a physical card). It is permanent and, for non‑EU citizens, this number is later printed on the TIE. As the course materials say: "el NIE es solo el número; la TIE es la tarjeta".
Remember: EU citizens ≠ TIE. They use the green registration certificate.
The "hoja verde" / green NIE is a registration certificate only for EU citizens. Non‑EU citizens get a TIE instead. See the explanation: "Los comunitarios no tienen TIE sino un certificado de registro (hoja verde…)".
It’s about one month.
The time limit is 30 days after entering with a visa of more than 6 months or after receiving a positive decision.
The resguardo is the document they give you after the "toma de huellas" (fingerprinting appointment).
To collect your ready TIE, they usually ask for your passport and the resguardo (the receipt/proof they gave you). See the dialogue in the course and the notes about "resguardo".
It’s the stamped receipt/slip they give you when you submit your application.
The resguardo is a temporary confirmation that you have applied. You should never leave without it. It is your proof that the application has been submitted.
You need a plastic card with a photo, not a green sheet of paper.
For non‑EU citizens (for example, a Russian citizen), the "carné de residencia" is the TIE. The NIE is just the number, and the green sheet ("hoja verde") is only for EU citizens.
