Temporary state of the system (it’s not working right now) → we use "estar". Rule of thumb: ser = characteristics, estar = states/location.
"sure / certain" (a personal state) → estar.
"Estar seguro" = "to be sure/certain". "Ser seguro" = "to be safe/reliable" (about a thing/place).
"Release characteristics" are more often described with ser.
We’re talking about the properties of the release as characteristics → "ser". In general: ser = the nature of a thing (estable/segura), estar = temporary state. Compare with the "ser/estar" examples in the rules and the pair "ser seguro / estar seguro".
"now/today" → state → estar.

"Ahora mismo" = temporary → estar.
We’re talking about the current performance state → "estar". For a permanent characteristic we’d say "son lentas", but here we have "ahora mismo".
